October 20, 2026 – Hong Kong – Hong Kong-Shenzhen Innovation and Technology Park Limited ("Loop Hong Kong Park Company") announced that the tender for the second batch of Phase 1 development projects, covering three sets of land parcels, closed at noon today (October 20) and received a total of nine submissions, reflecting the continued strong interest from the market and the industry.
This public tender covers three innovation and technology (I&T) land parcels (for laboratory/office use, one of which may optionally be paired with a talent accommodation land parcel). Successful tenderers will be responsible for the design, construction, financing, and operation of the respective parcel(s). The participating bidders include frontier technology enterprises, enterprises with park operation experience, and major conglomerates, reaffirming the industry’s confidence in the future of the Loop Hong Kong Park. Loop Hong Kong Park Company will proceed with tender assessment in accordance with the stipulated criteria, with the results of the first two rounds of tender to be announced by the end of this year.
The land parcels rolled out across the two rounds of tender for Phase 1 will synergise with the first batch of eight buildings scheduled for full completion shortly, including "Loop Academy One", the flagship project for the Northern Metropolis University Town. Upholding the tripartite mission anchored by academia, with R&D a core part, and underpinned by technology, the building will convene top-tier universities and R&D institutions from the Mainland, Hong Kong and overseas, injecting a powerful momentum into frontier scientific research across the Park. Loop Hong Kong Park Company will closely monitor market conditions and development needs, and continue to release land in a well-ordered and progressive manner, with a view to building a complete innovation and technology ecosystem and providing ample space for technology enterprises, research institutions and universities alike.
With the Park having attracted over 100 key enterprises and research institutes to establish their presence, alongside the gradual readiness of the western cross-river link bridge and cross-boundary facilitation measures, as well as the steady advancement of major I&T facilities such as the biobank and high-performance computing facilities, the Loop Hong Kong Park is fully unleashing and demonstrating the unique advantages of "one zone, two parks". Synergising with the San Tin Technopole and surrounding industrial spaces, the Park is building a comprehensive I&T industry ecosystem from R&D and transformation to mass commercial application. It actively aligns with the strategic deployment under the national 15th Five-Year Plan and Hong Kong’s first Five-Year Plan, promoting Hong Kong’s integration into and contribution to national development, while helping to build the new strategic layout of the “South-North dual engine (finance-I&T)”.
