September 16, 2026 – Hong Kong – Hong Kong-Shenzhen Innovation and Technology Park Limited ("Loop Hong Kong Park Company") enthusiastically welcomes the full commitment of the HKSAR Government announced today (16 September) in the First Five-Year Plan and the 2026 Policy Address to fully advance the development of the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone (“Loop Hong Kong Park”).
Mr. Kevin Choi, Chairperson of Loop Hong Kong Park Company and Permanent Secretary for Innovation, Technology and Industry, stated, “Since the official opening of the Loop Hong Kong Park at the end of last year, its achievements in driving the HKSAR’s innovation and technology (I&T) agenda have been evident to all. Loop Hong Kong Park Company will continue to play a leading role in spearheading the development of the Northern Metropolis. One of the key strategies unveiled today in Hong Kong’s First Five-Year Plan is the high-level development of the Loop Hong Kong Park; meanwhile, the 2026 Policy Address places dedicated focus on propelling the development of the Northern Metropolis through I&T, explicitly positioning the Park as the flagship for initiating the Northern Metropolis University Town (‘NMUT’). Loop Hong Kong Park will fully support the HKSAR Government, continuously unleash its competitive edge in cross-boundary I&T, and actively participate in the development of the NMUT in concert with the adjacent San Tin Technopole.”
Mr. Choi added that the upcoming completion of the "Loop Academy One" building will empower the development of the NMUT. It will bring together international and cutting-edge scientific research capabilities from top local, Mainland, and overseas universities and institutions—including major overseas and local projects such as the Centre of Excellence on Global Advanced Manufacturing to be established in Hong Kong by the United Nations Industrial Development Organization (UNIDO), the Greater Bay Area International Clinical Trial Institute, and the InnoHK research clusters—putting into practice the tripartite mission "anchored by academia, with R&D a core part, and underpinned by technology”. In addition, Loop Hong Kong Park Company expresses its sincere gratitude to The Hong Kong Jockey Club Charities Trust for its HK$3 billion funding support to construct an integrated teaching and scientific research building in the Park, dedicated to education, scientific exchanges, and the cultivation of scientific research talent. These two buildings will further boost Hong Kong’s I&T sector and economic growth, while accelerating the development of the NMUT.
Mr. Vincent Ma, Chief Executive Officer of Loop Hong Kong Park Company, stated, "The Park has achieved remarkable outcomes in investment promotion. Since the Park’s official opening in December last year, more than 100 I&T enterprises and institutions have signed agreements to establish their presence. The first two completed wet-laboratory buildings have been fully leased, while the remaining five buildings are scheduled for completion by the end of this year. In the meantime, the Park is also pressing full steam ahead with the public-private partnership (PPP) plans for the remaining Phase 1 sites, further refining the overall development blueprint".
Loop Hong Kong Park Company will closely align with the strategic deployments set out in Hong Kong’s First Five-Year Plan and the 2026 Policy Address, champion institutional innovation, and develop the Park into a testing field for cross-boundary policy innovation as well as a world-class I&T hub.
