Application Procedure
GAS Eligibility

1.  Complete the online application form, including project milestones, and upload the required documents such as the business plan, pitch deck, business registration certificate and company incorporation certificate.

 

2.  Submitted applications will be reviewed to ensure all mandatory admission criteria are met

 

3.  Shortlisted applications will be invited to attend an admission panel meeting.

 

4.  Selected startups must pass a due diligence process and sign an appropriate agreement with HSITPL.

•    Enterprises shall conduct R&D activities and administrative functions in Hong Kong; AND

•    Research and development content related to  AI & Data Science; AND


•    The start-up must be a Hong Kong-incorporated company limited by shares, established for less than ten years as of the application start date; AND


•    The company must have at least two full-time staff; AND

•    The founder(s) of the startups collectively (both legally and beneficially) must hold at least 51% of the company's issued shares; AND

•    Current startups or graduates under IGNITE@HSITP Programme; or current tenant at HSITP; or off-campus companies that will move-in to HSITP within six months after being admitted to the Programme.

FAQ

1. When is the application period of GAS@HSITP Programme?

The GAS@HSITP Programme opens for application once a year. 

2. What is the minimum number of full-time employees a company must have to apply for GAS@HSITP Programme?

Company must have hired at least two full-time employees. Companies admitted to the Programme must be based in the Hong Kong-Shenzhen Innovation and Technology Park (HSITP), and at least 50% of their full-time employees at HSITP must be engaged in technology research and development.

3. If my company is currently or has been a member of the Ideation/ Incubation/ Acceleration/ Elite Programmes of the Hong Kong Science and Technology Parks or the Cyberport Creative Micro Fund / Cyberport Incubation Programmes of the Hong Kong Cyberport Management Company Limited, am I eligible to apply for the GAS@HSITP Programme?

If you are currently an incubatee of another incubation programme, please note that simultaneous participation in multiple programmes is not permitted. 

 

If you have previously participated in other incubation programmes, you may still apply to the GAS@HSITP Programme, provided you meet the eligibility criteria and make a full declaration of your prior involvement. However, the same project cannot be submitted again; all applications must propose a new research and development initiative.

4. Can overseas’ start-ups join the GAS@HSITP Programme?

Sure! We welcome applications from start-ups worldwide.  To be eligible, you should establish a private company limited by shares incorporated in Hong Kong under the Companies Ordinance (Cap. 622) and must carry out both research and development as well as administrative functions within Hong Kong.

5. Can my company apply for the SPIN@HSITP, IGNITE@HSITP, and GAS@HSITP programmes at the same time?

No, each start-up can only apply for one incubation programme at the same time.

6. What are the assessment criteria for the GAS@HSITP Programme?

The evaluation focuses on 5 main areas:


1.  Quality and competency of the management team

2.  Capability in pilot testing

3.  Technology readiness

4.  Commercialisation

5.  Soundness of the milestone plan

7. If my application is unsuccessful, can I apply again?

Yes, you can apply again in the next cohort. However, if the new application is basically the same as a previous ineligible or unsuccessful application, HSITPL has the full and final discretion to decide whether to process the application.

8. How is the financial subsidy from the GAS@HSITP Programme disbursed?

The financial subsidy will be disbursed in reimbursement quota in equal instalments, based on the satisfaction of the milestone assessment held every 6 months. For instance, Life & Health Technology start-ups will receive eight equal instalment quotas and the other technology domain start-ups will receive six equal instalment quotas. 

 

Any unused funding before the next milestone review may be carried forward and used later. However, any unused funds remaining at the end of the programme will be forfeited.

9. What kind of expenses are eligible for reimbursement under the GAS@HSITP Programme?

Reimbursable items cover expenses related to domain experts, marketing, intellectual property licensing, attendance at overseas conferences, accounting and auditing, legal consultancy, validation and clinical testing, as well as accelerator programmes, etc.

10. Are the R&D or operational expenses conducted overseas eligible for reimbursement under the GAS@HSITP Programme?

You may reimburse for R&D or operational expenses conducted both locally and overseas; however, a certain proportion of the reimbursable amount will be allocated between Hong Kong and overseas expenditures.

11. Does the GAS@HSITP Programme allow early graduation?

Yes, start-ups may graduate early under designated conditions. If a start-up graduates early, it will no longer be eligible to receive the remaining subsidies from the GAS@HSITP Programme.

12. Is it necessary to base my company in HSITP?

Yes, if you are off-campus start-ups, you must move in and base at HSITP within six months from the date of approved application.
