September 7, 2026 – Hong Kong – Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITPL”) announced the launch of the “Tech Exchange Programme” (“the Programme”) in partnership with the Dubai Chambers, establishing a two-way innovation and technology (“I&T”) collaboration corridor connecting Hong Kong and Dubai. The Programme offers two funding schemes with a total sum of approximately HK$2.5 million to facilitate the acceleration of international commercialisation for start-ups, and to attract high-quality overseas technology enterprises to land in the Hong Kong-Shenzhen Innovation and Technology Park (“Loop Hong Kong Park”), jointly building an internationally competitive innovation and technology ecosystem.
Dual Funding Schemes to Empower Start-ups’ Commercialisation
The Programme comprises two funding schemes to support the Loop Hong Kong Park start-ups in growth expedition, including:
• Up to USD 150,000 (equivalent to HK$ 1,170,000) in funding for the “Sandbox” project;
• Up to EUR 150,000 (equivalent to HK$ 1,360,000) in funding in collaboration with the Luxembourg Trade & Investment Office and its flagship start-up acceleration programme, FIT 4 START.
Implementing “Bring In, Go Out” to Expand an International I&T Ecosystem
This collaboration focuses on a two-way exchange: the Loop Hong Kong Park Company will support the Park enterprises in expanding into the Middle Eastern and European markets, while the Dubai Chambers will recommend high-potential technology enterprises to set up their presences in the Park, facilitating the alignment of overseas I&T resources with the industrial needs in the Loop Hong Kong Park.
Ms. Anita Chau, Director of Ecosystem Development, HSITPL said, “As an I&T bridgehead connecting the mainland and the rest of the world, we strive to empower startups to accelerate their growth and commercialization through the thriving I&T ecosystem of the Loop Hong Kong Park. We are honoured to partner with the Dubai Chambers to jointly advance research and development in fields such as information and communications technology (i.e., ICT) and innovation, logistics and supply chain, healthcare and clean energy. This collaboration will attract startups from the Loop Hong Kong Park to land in Dubai, while also attracting leading international enterprises from Dubai to establish operations in the Loop Hong Kong Park, thereby propelling the development of the Loop Hong Kong Park into an international I&T hub.”
Voltage X, an Australian data-driven marketing agency recommended by the Dubai Chambers, has taken the lead in establishing a presence in the Loop Hong Kong Park. Specialising in integrated digital marketing strategies and precise social media deployment, its arrival will further enrich the Park’s I&T ecosystem and create additional cross-sector collaboration and market expansion opportunities for the Park enterprises.
The Loop Hong Kong Park Company remains committed to building a globally attractive I&T platform. The collaboration with Dubai Chambers demonstrates the Middle East market’s strong recognition of the Loop Hong Kong Park’s innovation capabilities. Looking ahead, the Park will continue to deepen cooperation with Dubai and other international I&T institutions, consolidate global innovation resources, and support enterprise growth through funding, policies, talent and market access, driving the development of a world-class I&T hub connecting the Mainland and the international community.
