9 June 2026 – Hong Kong – Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITPL”) today launched a public tender for the development of four land parcels in Phase 1 of the Hong Kong-Shenzhen Innovation and Technology Park (also known as the “Hetao Hong Kong Park”). By leveraging private market forces, HSITPL aims to accelerate and enhance the efficiency of the Park’s development.
This tender adopts a “two-envelope approach”, with technical proposals accounting for 70% and financial offers for 30%. This approach is designed to precisely attract enterprises focused on cutting-edge and high-end technologies that are equipped to establish operations in the Park and contribute to drive its long-term growth. Through the introduction of top-tier technology companies, HSITPL hopes to establish landmark projects within the Hetao area.
HSITPL Chief Executive Officer Mr. Vincent Ma stated: “The first three buildings in Phase 1, Batch 1 of HSITP have been completed, with two wet laboratory buildings already achieving a leasing rate of 90%. The remaining five buildings in Phase 1 are scheduled for completion by the end of this year. The Park has previously solicited market interest for the land parcels in Phases 2 and 3, and received positive responses. In this tender, four land parcels will be released, including two designated for I&T use (for laboratory / office uses) and two for talent accommodation. HSITPL hopes, through the adoption of the ‘two-envelope approach’, to encourage bidders to respond to the Park’s needs with more forward-looking technical and operational solutions, while aligning with its positioning and strengthening the connection between scientific research and industry. This will foster the full development of upstream, midstream, and downstream industry chains in the Hetao Hong Kong Park.”
Bidders must submit both a technical proposal and a financial offers as required. The deadline for public tender submission is 12:00 noon on 31 August, 2026.
