23 December 2025 – Hong Kong – The Hong Kong-Shenzhen Innovation and Technology Park (HSITP), namely the “Hong Kong Park in the Loop”, officially commenced operations on 22 December. The first three buildings in the first batch of Phase 1 development, including two wet laboratory-enabled buildings and a talent accommodation building, has been fully completed and is now operational. This paves a solid foundation for the transition of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone (Hetao Co-operation Zone) from planning to full-scale implementation.
The opening ceremony was officiated by the Chief Executive, Mr John Lee, along with the Executive Deputy Director of the Hong Kong and Macao Affairs Office of the State Council, Mr Xu Qifang; the Director of the Liaison Office of the Central People's Government in the HKSAR, Mr Zhou Ji; Vice Mayor of Shenzhen Mr Luo Huangho; the Financial Secretary, Mr Paul Chan; the Deputy Financial Secretary, Mr Michael Wong; the Secretary for Innovation, Technology and Industry, Professor Sun Dong; the Secretary for Development, Ms Bernadette Linn; and the Permanent Secretary for Innovation, Technology and Industry and Chairman of the Hong Kong-Shenzhen Innovation and Technology Park Limited, Mr Kevin Choi. Over 250 guests, including HKSAR government officials and key representatives from the I&T sector, attended to witness this important milestone in Hong Kong’s I&T development.
The two wet-laboratory-enabled buildings in the first batch of Phase 1 have attracted more than 60 institutions and enterprises from overseas, Mainland China, and Hong Kong, all preparing to move in. These tenants represent key sectors including Life & Health Technology, Artificial Intelligence, Microelectronics, and New Energy. They will benefit from shared facilities such as a biobank and data centre, while the occupancy rate has already reached nearly 80%. The remaining five buildings in this batch are scheduled for successive completion starting in 2027. Earlier, HSITP launched an Expression of Interest for the second and third batches of Phase 1, which received strong market response. Beginning of next year, the remaining land plots will be gradually released for joint development with industry partners, reflecting the development philosophy of an “enabling government” and an “efficient market” through public-private collaboration.
Located in the Loop in northern Hong Kong, the Hong Kong Park sits across the Shenzhen River from its counterpart in Shenzhen. Together, the Hong Kong Park and the adjacent Shenzhen Park form the Hetao Co-operation Zone, benefitting from strong national policy support and the advantages of “One River, Two Banks” and “One Zone, Two Parks.” This strategic positioning fosters deep collaboration between Hong Kong and Shenzhen in innovation and industrial development, with the goal of building a world-class I&T hub connecting the Chinese Mainland with the international community.
