20 November 2024 – Hong Kong – Hong Kong-Shenzhen Innovation and Technology Park Limited (HSITPL) applauds the HKSAR Government’s promulgation of the Development Outline for the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone, which further defines the coordination of development directions, strategies, objectives, policies and resources for the Hong Kong-Shenzhen Innovation and Technology Park (HSITP or the Hong Kong Park), significantly bolstering the high-quality development of the Hong Kong Park and the high-level development of the Hetao Co-operation Zone.
Mr. Vincent Ma, Chief Executive Officer of HSITPL said, “The Development Outline for the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone empowers HSITP’s evolvement into a world-class I&T hub by advancing the Park’s development in four major directions, namely to build a world-class industry-academia-research platform, to establish an internationally competitive research and development transformation and pilot production base for industries; to foster a hub for pooling global innovation and technology resources and to cultivate a testing ground for institutional and policy innovation.”
“We are grateful for the unwavering support of the authorities, including the Central Government, the HKSAR Government, the Chief Executive, and the Innovation, Technology and Industry Bureau, building on the principles of ‘One Country, Two Systems’ to develop the Hong Kong Park as a ‘special region within and outside our country’, with a strong commitment to advance the trial implementation of dedicated innovative facilitation measures, including the exploration of policies that allow designated personnel of the two Parks to enjoy travel convenience with dedicated cross-boundary policy measures; deploying mechanisms such as “green lane” and “white list” and the use of technological means such as the use of unmanned low-altitude aerial vehicles for cross-boundary movement of materials between the two Parks.”
“The authorities of Hong Kong and Shenzhen will also explore facilitation measures on cross-boundary fund transfer for Mainland enterprises settling in the Hong Kong Park, so as to support mutual financing of industry projects between the two Parks. Moreover, the authorities will proactively explore sharing of research data from the Mainland with I&T enterprises in the Hong Kong Park, as well as establishing a cross-boundary data flow management mechanism that will ensure the safe and convenient cross-boundary data flow, promoting the liberalisation and facilitation of digital trade, thereby facilitating the development of Hong Kong into an international data hub,” Mr. Ma added.
HSITP is currently progressing at full speed towards becoming a world-class I&T platform that amalgamates international innovation and technology resources, having signed Memorandums of Understanding with 63 I&T enterprises and industry stakeholders to date. HSITP aims to put in place a highly efficient mechanism for synergistic development of innovation with the Shenzhen Park by 2030, laying a solid foundation for further promoting the comprehensive development of the Hong Kong Park. By 2035, a comprehensive development pattern of HSITP will emerge with the growth of an overall vibrant I&T ecosystem; an unimpeded cross-boundary flow of innovation elements will be in place, facilitating high-quality development that transforms the Hetao Co-operation Zone into a global leader in I&T.
