CAS MOU

21 October 2024 – Hong Kong – Hong Kong-Shenzhen Innovation and Technology Park Limited (HSITPL) and CAS Testing Technical Services (Guangzhou) Company Limited (CAST), a comprehensive third-party testing and certification organisation under the Chinese Academy of Sciences Holdings Company Limited, signed a Memorandum of Understanding (MoU) on 18 October. This intended partnership foresees CAST establishing an affiliated organization in the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone (“Hetao). Leveraging its robust background in scientific research background, CAST is set to offer a comprehensive array of professional services that cater to the development of the I&T ecosystem in Hong Kong, thereby fostering I&T development in the region.

Mr. Vincent Ma, Chief Executive Officer of HSITPL said, “We are honoured to partner with CAST and introduce this esteemed testing and certification organisation to Hetao. We eagerly anticipate CAST becoming one of the first tenants to provide consultation, certification and testing services at the Hong Kong-Shenzhen Innovation and Technology Park (“HSITP” or “Park”), contributing its extensive expertise and experience that span multiple upstream and downstream supply chains to our I&T ecosystem. Through our collaboration, we shall leverage the synergies between the industry, academic, and research sectors, empowering the I&T development of Hong Kong and the Greater Bay Area.”

Mr. Jin Tao, Secretary of Party General Branch, Chairman and General Manager of CAST said, “As a dedicated team of patriotic trailblazers for science and technology innovation, CAST will leverage its cooperation with HSITPL to focus on our primary responsibility and main business, enhancing our core competitiveness to implement our mandate of ‘strong synergy, deep integration, risk prevention, and focus on effectiveness’. We shall proactively explore collaborative opportunities of science and technology that cater to the Hong Kong market and business pain points that the Park enterprises may experience. We look forward to contributing our quality services to support multiple initiatives, including the enhancement of I&T ecosystem in Hong Kong, promotion of new industrialization, expansion of the I&T talent pool, advancement of a digital economy and development of a smart city, to facilitate Hong Kong’s integration into National Development and accelerating the realisation of Hong Kong’s vision to become an international innovation and technology centre.”

As outlined in the MoU, CAST will join the I&T ecosystem of HSITP, providing professional services that cater to the needs of scientific research, such as consultation, testing and certification. CAST plans to recruit dozens of scientific research personnel and technicians to HSITP, where CAST will leverage their research institute as a training platform to provide talent development and training services. 

CAST will also enrol their self-developed R&D projects HSITP’s IGNITE Incubation Programme, supporting start-up enterprises of the Park to transform and commercialize their R&D outcome. Moreover, as an ecosystem partner, CAST plans to forge collaborations with Park enterprises that propel the development of integrated I&T services in the Greater Bay Area.
